Charities and train discounts

Virgin Trains has changed its CharityLine offer, which previously allowed charities to buy travel at on-peak times at off-peak prices.  Now it offers charities a 20 per cent discount on advance fares. The changes came into effect on Friday 13 August.

Local Safeguarding Children Boards

The Department for Education has published The Evaluation of Arrangements for Effective Operation of the New Local Safeguarding Children Boards in England - Final Report. The report concluded that ‘Although representation of the Third Sector [on LSCBs] by national charities is good, challenges also remain in terms of developing and maintaining links with smaller local organisations. It also claims that LSCB's communication with GPs and independent healthcare providers was rarely good.

Participation in culture, leisure and sport

The Department for Culture Media and Sport has published Taking Part: The National Survey of Culture, Leisure and Sport Adult and Child Report 2009/10. The latest data from the 2009/10 Taking Part survey provides reliable national estimates of engagement with sport, libraries, the arts, heritage and museums & galleries. It contains data for both adults and 5-15 year old children.

Public charitable collections

Nick Hurd MP, Minister for Civil Society, has told Third Sector magazine that part 3 of the Charities Act 2006 will not be discussed until next year. This part of the Charities Act 2006 was originally due to be brought into force last year, and would make the Charity Commission the lead regulator of public charitable collections. Under existing legislation, both street and door-to-door fundraisers must acquire permits from the local authority and the Charity Commission has no licensing role.

Apprenticeships and careers

The government has made changes to some duties in the Apprenticeships, Skills, Children and Learning Act  2009 that were due to come into force in September. One new duty that will not go ahead concerns the requirement for schools' to ensure that all career education programmes include information on apprenticeships.

Impact of the budget

The think-tank the Institute for Fiscal Studies, has published research commissioned by the End Child Poverty Campaign. The Distributional Effect of Tax and Benefit Reforms to be Introduced Between June 2010 and April 2014: A Revised Assessment reveals that the Budget measures scheduled to come in between 2012 and 2014 were generally regressive. The research also found that families with children are losing out more than pensioners. In addition, the study showed that the poorest families with children lose more than any other group.
